Insight: Bangladesh struggles to check garment factories are safe

DHAKA (Reuters) - In the weeks since the Rana Plaza collapse killed more than 1,100 workers, at least five different Bangladesh agencies have sent teams to begin inspecting the estimated 5,600 factories that make up the nation's $20 billion garment industry.

But there's little coordination between the agencies, and senior government officials are unable to say just how many factories have been checked. Estimates vary from just 60 to 340.

While U.S. and European retailers which buy the bulk of Bangladesh-made clothing had hoped to complete factory inspections within 9-12 months, inspectors and government officials say this will take at least 5 years.

Bangladesh has fewer than 200 qualified inspectors.

The disconnect among the various agencies conducting what are often cursory visual assessments - Bangladesh has nowhere near enough technical equipment for sophisticated inspections - means some garment factories have been visited several times, while others have had no checks at all.

"It's a big nuisance for us, and while we're being put through this, nobody's checking all the other factories in the vicinity that haven't had a single inspection," said Emdadul Islam, a director of Babylon Garments, which supplies Wal-Mart Stores Inc, Tesco Plc and Hennes & Mauritz AB's H&M stores. "Our managers are focusing on entertaining inspectors instead of their work because none of these teams are speaking to each other."

Babylon has passed six safety inspections this year. Islam showed Reuters certificates from Bureau Veritas, the firm Wal-Mart has hired to inspect suppliers, and Sedex Members Ethical Trade Audit (SMETA), which inspects Tesco factories. Others to have carried out checks include the Bangladesh textiles ministry and the national garment association, whose 4-person inspection crew spent 3 hours hunting for cracks that could indicate structural flaws like those at Rana Plaza - an illegally built tower where safety warnings were ignored.

A Reuters reporter followed teams of local inspectors touring more than half a dozen factories in and around the capital Dhaka this month, and spoke to factory owners, government officials and engineers to gauge progress in attempts to assure the safety of the garment industry's buildings.

'RELATIVELY COMPLIANT'

During a surprise safety check at Miami Garments, a worker unearthed a fire extinguisher from beneath a pile of shirts to show a government inspector. It was the only one in the 15,000 square foot, 4-storey factory. The building code requires one extinguisher per 550 square feet.

Inspector Abdul Latif Helaly and two colleagues from Dhaka's Capital Development Authority, responsible for urban development, noted it on a list of observations about the factory, which is in a residential building - another building code violation. There was just a single narrow exit staircase, weak floors and structural columns insufficient to support the factory's load, the inspectors found.

"This is a relatively compliant factory and no action needs to be taken here," Helaly said after the 30-minute visual inspection, made without the use of any tools. "We have asked the owners to move their factory to a new building soon and they have agreed to do it in the next 1-2 years."

After signing the factory's clean bill of health, the inspectors were each handed two shirts by the owners.

"PAINSTAKINGLY SLOW"

Bangladesh pledged to boost worker rights and recruit more safety inspectors after the European Union, which gives preferential access to Bangladeshi garments, threatened punitive measures. Last month, U.S. President Barack Obama cut off trade benefits for Bangladesh in a mostly symbolic response to conditions in the garment industry.

Bangladesh's garment exports rose 16 percent in June, showing that retailers have not turned away since the Rana Plaza tragedy.

A group of 80 mostly European retailers who signed an accord to carry out coordinated inspections in Bangladesh have started hiring and training inspectors on their own to check the around 1,000 factories that supply their brands.

"This whole process is painstakingly slow," said Jyrki Raina, general secretary of the Switzerland-based IndustriALL union that is overseeing the plan. He said the group would complete only initial safety checks within 9 months, and will take around 5 years to make repairs, conduct final inspections and declare all factories safe.

North American retailers like Wal-Mart and GAP formed their own alliance [ID:nL1N0FG0S2] and are confident of fully checking the 500 factories that supply their members by July 2014. They are hiring third-party agencies to inspect factories and not re-inspect those that have already been passed fit, said Nate Herman, vice president for international trade at the American Apparel and Footwear Association, which is part of the alliance. He said the inspections would begin from November.

WORKING IN ISOLATION

At a building safety conference in Dhaka earlier this month, government agencies, the powerful Bangladesh Garment Manufacturers and Exporters Association (BGMEA) and the Bangladesh University of Engineering and Technology (BUET), reached no agreement on how to coordinate safety checks.

Reuters spoke to five officials who attended the meeting and found they had overlapped inspecting some factories and not shared their findings.

"We have to independently verify the buildings and anyway the association cannot be held responsible for the lack of co-ordination. The government needs to look at it," said Shamsul Haque, the BGMEA's additional secretary.

The BGMEA, which has 10 inspectors, said it has checked 400 factories and shut 20 of them. The plan is to complete visual inspections of all 2,500 member factories by December - an ambitious average of 12 inspections a day based on teams of 3-4 inspectors taking at least 3 hours to finish each check.

Results of initial visual inspections that raise a red flag are passed on to BUET, the country's premier engineering university, for closer scrutiny.

PAINTING OVER THE CRACKS

While BUET has the expertise to carry out structural inspections, it lacks both the manpower and the gear.

"We need more sophisticated equipment and if we double our staff strength from 30 we can aim to finish a thorough preliminary assessment on all factories in 18 months," said Mohammad Mujibur Rahman, head of the university's civil engineering department - which is in talks with the government for permission to hire more people.

On a recent tour of the Bengal Indigo factory, cracks on the walls had been covered with fresh paint and plaster before BUET Professors Mehedi Ahmed Ansary and Raquib Ahsan arrived. "It looks like the owners have tried to cover the cracks, but it's still visible," said Ahsan, who like other professors conducts inspections in addition to his full-time teaching job.

The two professors raised concerns about the weight of machines and clothing on the top floor, and noted the building deviated from design blueprints. They asked the company to submit to a voluntary secondary assessment, which will take more than two months as engineers check the plant's column strength and study steel, concrete and cement samples.

Full inspections on all factories will take up to 7 years, and plans for that are being discussed with the government and the International Labour Organization, said BUET's Rahman.

"The post-collapse impetus to inspect factories has slowed and it's definitely proving to be a challenge to make sure this whole effort doesn't fizzle out," he said.

Blair Underwood back on TV starring in 'Ironside'

BEVERLY HILLS, Calif. (AP) ? Blair Underwood is returning to series television in a remake of "Ironside," which shares few similarities with the original series that starred Raymond Burr.

The character's name and job as a detective is the same, and he uses a wheelchair after being paralyzed from the waist down.

In a nod to Burr, Underwood's character ends the day by sipping a glass of bourbon.

"Everything else is re-imagined. All new characters, a new city, new texture, new storytelling, new audience," Underwood told the Television Critics Association on Saturday. "It's a crime drama wrapped in a character study."

The original series, set in San Francisco, ran on NBC from 1967-75. The reboot is based in New York City and filmed in Los Angeles. NBC has ordered 13 episodes of the show that debuts Oct. 2.

Underwood said he got used to the wheelchair by using one at home while learning his lines. The role is especially meaningful to him because his mother, Marilyn, is in a wheelchair as the result of multiple sclerosis.

In preparing for the part, Underwood is working with technical adviser David Bryant, who became a paraplegic after a skiing accident at 19. Bryant's self-sufficiency inspires the new "Ironside" incarnation, with the handles on the character's wheelchair removed just as they are on Bryant's chair.

"It's something I had to delve into and continue to delve into as often as possible," Underwood said. "Our job is to make you believe it and be authentic in that."

Ironside's personal life is noticeably spicier than it was on the old show, too.

"What David told me is every injury is unique, and everybody is different depending on where it affects your spinal cord," Underwood said. "So, yes, in Ironside's case, he is able."

Underwood returns to TV after a stint on Broadway last year. The 48-year-old actor has a long history on NBC, including a breakout role in "L.A. Law."

His co-stars include Spencer Grammer, the oldest daughter of Kelsey Grammer, a star on the NBC hits "Cheers" and "Frasier."

Car leasing is back with a vengeance - Fortune Features

FORTUNE -- The Newport Beach, California periodontist who trades regularly among the latest Mercedes, BMW and Lexus sedans is typical of a client that prefers to lease, rather than to buy, vehicles. Now her assistant, who keeps his Honda Civic for a long stretch, is leasing as well.

The recovering U.S. auto market has been characterized, in part, by a rising percentage of customers who are leasing cars, notably non-luxury buyers. Last year the percentage of those leasing reached 22%; this year it could break through 25%, according to Edmunds.com. Low interest rates and strong pricing for used cars are two factors behind the trend.

"Luxury brands have for a long time relied on leasing to maximize their sales volumes. Now mainstream brands are riding that wave, drawing buyers with the promise of lower monthly payments through leasing," says Jessica Caldwell, an analyst for Edmunds.com.

Many younger buyers have been attracted by lease deals because they can more easily understand a monthly payment and the simplicity of returning a vehicle after a set period of time?as opposed to a fixed price that is complicated by a down payment and several financing options. Many also like the option of buying the car at a set price at the end of the lease period.

But those holding the lease (often the automakers themselves) may get burned if the so-called residual value of the car?the projected price at the end of the lease period?doesn't live up to expectations due to a soft market for used vehicles. Sometimes automaker lending arms create low monthly payments and unrealistically high residuals to disguise what actually is a financial incentive to buy.

Monthly payments for lease vehicles are usually lower than payments for purchased vehicles that are financed with a loan. But (as Edmunds.com points out) if a motorist decides to drive a car for six years or more, the purchase of a slightly used vehicle is more cost efficient than new or leased vehicles.

Larry Dominique, president of ALG, a company that tracks residual values and lease rates, said "we have seen automakers that traditionally didn't lease, such as Hyundai and Kia, are embracing the practice due to increased residual values." Rising quality and tight availability of Korean brands has raised transaction prices of new vehicles, making used vehicle prices stronger as well.

A vehicle lease is an agreement whereby a third-party financial institution owns the car, the user of the vehicle agreeing to pay a monthly rate and return the vehicle after a specific period of time, with no more than a set number of miles on the odometer. The agreement usually contains a financial penalty for exceeding the mileage limit.

ALG is bullish on the continued increased in the strength of residual values, which comes from rising demand for vehicles. Used-car supply is tight, Dominique said, "which is causing an unnaturally high value on used cars. We don't expect the supply of used cars to return to where it was in 2007 [when the car market tanked] until 2017."

Google invests in maker of Google Glass components

Google Inc will take a 6.3 percent stake in the unit of Taiwanese chipmaker Himax Technologies Inc that develops display technology for devices such as Google Glass, Himax said.

The investment will help fund the production of liquid crystal on silicon chips and modules used in head-mounted devices such as Google Glass, head-up displays and pico-projectors, Himax said in a statement.

Google, which reported lower-than-expected results last week, is pushing forward with Google Glass, a product which CEO Larry Page has described as vital to the company's future success.

The agreement also allows Google to raise its stake in the unit, Himax Display Inc, to 14.8 percent within a year, Himax said.

Financial details of the deal were not disclosed.

Google Glass, announced in June last year, is a stamp-sized electronic display mounted on the left side of a pair of eyeglass frames that can record video, access messages and retrieve information from the Web.

With this investment, Google will join Intel's Intel Capital Corp, Khosla Ventures I LP and KPCB Holdings as a core shareholder of the chipmaker's unit.

The transaction is expected to close in the current quarter.

    Fire crews make 'significant' progress battling Calif. wildfire

    Aided by cooler temperatures, firefighters in Southern California over the weekend were making tremendous progress battling the so-called Mountain Fire that has burned homes and forced the evacuation of thousands.

    By late Saturday, fire officials announced they had contained nearly 50 percent of the blaze that began Monday. High humidity and lower temperatures have helped crews more than double the containment area from Friday.

    ?The last 24 hours have been great for the crews on the ground, we?ve been able to make significant improvement along the fire?s edge,? Chris Gaulding, a spokesman for the U.S. Forest Service, told NBC Los Angeles.

    Fire officials have also been closely monitoring the threat of thunderstorms in the area that could have brought much needed rainfall to douse the flames.

    The 42-square mile fire has burned 27, 245 acres. Mandatory evacuations were still in place for nearly 6,000 residents in Idyllwild and Fern Valley, with another 700 people were advised to evacuate.

    Seven homes have been destroyed by the wildfire burning in the San Jacinto Mountains, along with more than a dozen other structures.

    ?I almost cried, because I saw the house here but everything else was just black,? Pablo Pimentel, whose home was spared by the fire,? told NBC Los Angeles.

    While 5,600 homes remained threatened by the blaze, some communities on the fire?s eastern edge have reopened to residents.

    Late Friday, California Lt. Gov. Gavin Newsom declared a state of emergency while filling in for vacationing Gov. Jerry Brown. Nearly 3,400 firefighters have been called in to battle the blaze, along with 30 aircrafts.

    And on Sunday, more firefighters from around the state were on the way to help.

    It has so far cost $12 million to battle the blaze, NBC Los Angeles reported.

    Authorities have said the fire was human-caused, but they wouldn't say whether it was accidental or intentional, according to the Associated Press.

    Pirates salvage final game from Reds, 3-2

    CINCINNATI (AP) ? Jeff Locke allowed only an infield single through six innings and the Pittsburgh Pirates beat Homer Bailey to salvage the final game of their series with the Cincinnati Reds, 3-2 on Sunday.

    Second-place Pittsburgh left town with a three-game cushion over the Reds, who won the first two games of the series.

    Locke (9-2) and the majors' second-stingiest bullpen limited the Reds to three singles, but issued seven walks and let a run score on a wild pitch. Jason Grilli worked the ninth for his 30th save in 31 chances. His only blown save came in Cincinnati on June 19.

    Locke had to miss his last scheduled start and couldn't pitch in the All-Star game because of a sore back. There were no problems when he got back on the mound.

    Bailey (5-9) struck out a career-high 12 but remained winless since his no-hitter against San Francisco at Great American Ball Park this month. Garrett Jones hit his second homer in two games, and the Pirates added a pair of runs in the seventh.

    The Pirates hit six homers during the series, all solo shots.

    The Ohio River rivals don't meet again until September, when they play each other six times in the last nine games. Both hope they have a lot at stake when they get back together ? the Reds trying for a second straight NL Central title, the Pirates trying to end their 20-year streak of losing records and make the playoffs for the first time since 1992.

    They came away from their weekend series bunched a bit closer in their chase of division-leading St. Louis.

    Bailey threw the first of his two no-hitters last Sept. 28 in Pittsburgh, a 1-0 win over a team he has dominated during his career. He threw his second no-hitter on July 2. Since then, he's started three games ? two on the road ? and gone 0-3 with a 5.50 ERA.

    Locke's performance was encouraging for the Pirates, who have stayed in contention despite injuries in the rotation. Shin-Soo Choo's infield single in the first inning extended his hitting streak to a career-high 15 games.

    Locke walked a pair and threw a wild pitch that let in a run in the fifth inning. The left-hander lowered his ERA to 2.11.

    The Reds got another run in the eighth when Joey Votto grounded into a double play with the bases loaded against Mark Melancon, ending the reliever's streak of 15 scoreless innings.

    Pittsburgh scored twice in the seventh on Jordy Mercer's single and Jose Tabata's pinch-hit single off Bailey, who threw 121 pitches.

    NOTES: The Pirates continue their 10-game trip with the first of four games in Washington. The Reds begin an 11-game trip to San Francisco, Los Angeles and San Diego.     Microsoft shares hit by biggest sell-off since 2000

    (Reuters) - Microsoft Corp shares fell more than 12 percent on Friday, their biggest plunge in 13 years, a day after the software company posted dismal quarterly results due to weak demand for its latest Windows system and poor sales of its Surface tablet.

    The sell off comes after the stock was riding at five-year highs and is the biggest in percentage terms since April 2000, when the world's largest software company was locked in an antitrust dispute with the U.S. government and the internet stock bubble was deflating rapidly.

    Friday's loss means about $36 billion has been wiped off Microsoft's market value in one day, exceeding the size of rival Yahoo Inc.

    Microsoft's earnings were wrecked by a $900 million write down on the value of unsold Surface tablets after it cut prices in a bid to excite buyers.

    The poor results shocked Wall Street, which had believed the company's strength with business customers would help it ride out a downturn in consumer PC sales. The results provoked fresh skepticism of Chief Executive Steve Ballmer's new plan to reshape the company around devices and services, unveiled last week.

    "The recent reorganization does not fix the tablet or smartphone problem," said Nomura analyst Rick Sherlund in a note to clients on Friday. "The devices opportunity just received a $900 million hardware write-off for Surface RT and investors may not even like the idea of wading deeper into this territory."

    Sherlund suggested that activist investors will pressure Ballmer to reconsider his strategy this summer, a reference to ValueAct Capital, which took a $2 billion stake in Microsoft in April and is widely expected to push for a board seat this summer.

    "This (the results) was much more disruptive than investors have expected, with Microsoft missing its guidance in every division and guiding lower," wrote Sherlund. "Everything an activist investor could ask for."

    Other Wall Street analysts were similarly dismayed by Microsoft's latest financial report.

    Brokerages Raymond James and Cowen & Co cut their ratings on Microsoft stock by a notch to "market perform" and at least five others trimmed their price targets by as much as $3.

    Price targets were cut as low as $35, below Thursday's closing price of $35.44. The shares fell to $31.55 on the Nasdaq.

    FBR Capital Markets analyst David Hilal said Microsoft's revenue from Windows operating system in the fourth quarter was 9 percent below his expectations.

    "The key potential growth drivers (Windows 8, Surface) of the Microsoft story appear to be fading, heading into FY14," Hilal wrote in a note.

    Earlier this week, Microsoft said it was drastically cutting Surface prices to entice buyers, reducing the value of the devices in its inventory.

    Microsoft launched Surface tablets last year to challenge Apple Inc's iPad, but their sales have failed to meet expectations.

    "The new Windows RT operating system has not been the hit MSFT had hoped for," Cowen analyst Gregg Moskowitz said in a note, adding that investor expectations for the tablet were never very high.

    Janney Capital Markets analysts said the write down was an admission that Microsoft's first attempt in the tablet market had not been successful.

    The company also said on Thursday it expected revenue from Windows software to continue to fall due to a weak PC market.

    Microsoft's outlook points to a weaker PC market, shifts towards subscription revenue and a pause ahead of the Xbox One gaming console release, all of which are expected to put revenue growth under pressure, Morgan Stanley analysts said in a note.

    Xbox is the only device by Microsoft that has found a following among consumers and a new version is expected to launch this year.

    Mursi supporters rally in Egypt, army shows muscle

    CAIRO (Reuters) - Thousands of supporters of deposed President Mohamed Mursi took to the streets of Egyptian cities on Friday to demand the reinstatement of the Islamist leader.

    However, Egypt's armed forces, which shunted the country's first freely elected president from office less than three weeks ago, looked in no mood to make concessions, putting on a show of force in the hazy skies above Cairo.

    Eight fighter jets screamed over the sun-baked city both in the morning and afternoon, while two formations of helicopters, some trailing the Egyptian flag, hummed over the roof tops.

    Waving their own Egyptian flags, along with portraits of the bearded Mursi, members of the Muslim Brotherhood marched in Cairo, Alexandria and several other cities along the Nile Delta, denouncing what they termed a military coup.

    "We are coming out today to restore legitimacy," said Tarek Yassin, 40, who had traveled to Cairo from the southern city of Sohag, underscoring the Brotherhood's deep roots in the provinces. "We consider what happened secular thuggery. It would never happen in any democratic country," he said.

    Soldiers prevented protesters from nearing army installations, and there were reports of only minor scuffles, with troops firing tear gas to disperse demonstrators close to the presidential palace in Cairo, the state news agency said.

    "We are following the progress of the protests and are ready for all events or escalation," said a military official, asking not to be named as he was not authorized to talk to the media.

    At least 99 people have died in violence since Mursi's removal on July 3, more than half of them when troops fired on Islamist protesters outside a Cairo barracks on July 8. Seven people died earlier this week in clashes between opposing camps.

    "They (the Brotherhood) now know the people are not with them and have had it with them after what happened to them and their country this past year," the officer said.

    The army has dismissed any talk of a coup, saying it had to intervene after vast protests on June 30 against Mursi, denounced by his many critics as incompetent and partisan after just a year in office.

    It has called for a new constitution and a swift new vote, installing an interim cabinet that includes no members of the Brotherhood or other Islamist parties that triumphed in a string of elections following the fall of Hosni Mubarak in 2011.

    FEARS OF CHAOS

    Mursi is being held in an undisclosed location by the army, and numerous senior Muslim Brotherhood leaders have also been detained in recent days, leading to fears of a broad crackdown.

    The top United Nations human rights official, Navi Pillay, has asked the new Egyptian government to explain both the legal basis for the detentions and to say whether trials were planned.

    "We've specifically asked about (Mursi) and his presidential team in addition to others who were arrested. We don't even know how many people at this point," Pillay's spokesman, Rupert Colville, told reporters in Geneva on Friday.

    Mursi backers have set up a round-the-clock vigil outside a mosque in the Cairo suburb of Nasr City. Thousands flocked there on Friday to join the protests, but the fierce summer heat, coming at a time when devout Muslims fast to mark the holy month of Ramadan, might have kept some supporters away.

    "Tonight, tonight, tonight, Sisi is going down tonight," the crowd chanted, referring to General Abdel-Fattah al-Sisi, the head of the armed forces, who played a central role in driving Mursi from office.

    Large-scale anti-Mursi demonstrations, called by the Tamarud youth movement, which organized the decisive June 30 protests, failed to materialize on Friday.

    In his first address as interim president, Adli Mansour, previously head of the constitutional court, promised on Thursday to fight those he said wanted to destabilize the state.

    "We are going through a critical stage and some want us to move towards chaos, and we want to move towards stability. Some want a bloody path," he said in a televised address. "We will fight a battle for security until the end."

    Egypt, the most populous nation in the Arab world, is a strategic hinge between the Middle East and North Africa and has long been a vital U.S. ally in the region.

    Washington has tried to tread softly through the crisis, undecided whether to brand the downfall of Mursi a coup, a move that would force the United States to suspend all aid to Cairo, including some $1.3 billion given annually to the military.

    U.S. Secretary of State John Kerry telephoned Egypt's new foreign minister, Nabil Fahmy, expressing hopes that the transitional period of government would be successful, a spokesman for the Egyptian foreign ministry said on Friday.

    Muslim Brotherhood leaders say they will not resort to violence in their campaign to reinstate Mursi.

    "The goal of our peaceful mass rallies and peaceful sit-ins in squares across Egypt is to force the coup plotters to reverse their action," Essam el-Erian, a senior Brotherhood official, said on his Facebook page.

    I?m holding a Lady Chef Stampede, posting about the dozens of women who?ve changed the history of food, now and in the past! Whether they?re chefs, restauranteurs, or writers, these are the women on whose shoulders we?re all standing. Today: Mexico?s official lady chef, Patricia Quintana.

    It?s kind of unbelievable that the woman who is the executive chef of the Mexican Ministry of Tourism is someone I?ve never really heard of. I mean, Mexico, Canada, and the United States are all neighbors but for some reason it wasn?t until recently that I even knew she existed, which reflects badly on me. Of course, the fact that she doesn?t even have an English-language Wikipedia page doesn?t help.

    Born in Veracruz, her family owned a ranch where, as a kid, she became obsessed with life on the farm, wanting to know how the crops came in, how the corn was dried in lye, how it was made into tortillas, basically everything she could about farming and ranching. She was also fascinated by the cooking her mother and grandmother did and she wanted to learn that, too. The whole experience was like food boot camp.

    Later she went to boarding school in Switzerland, then cooked in France under Paul Bocuse and the Troisgros brothers. She returned to Mexico and, despite her European training, she immediately dedicated herself to regional cuisine, trying to understand, preserve, and advance traditional cooking techniques and the traditional cuisine of her country. She believes that the roots of Mexican cooking lie in corn, beans, chiles, vanilla, tomatoes, eggplant, potatoes, and chocolate, and her favorite tool in the kitchen is her molcajete. A living encyclopedia of chilis, she is also one of the few chefs who believes there?s more to Mexican cuisine than the food of just a handful of southern states, insisting that the cuisine of the north is equally as vital and worthwhile.

    Speaking Spanish, English, French, and Italian, Quintana is a global ambassador for Mexican cuisine and a teacher and cooking tradition researcher. Her Mexico City restaurant, Izote, is considered one of its best, and she?s also the author of 10 cookbooks. Combining old school French concepts like wine pairings with her take on Mexican food she is probably the most high-profile chef in Mexico, but unfortunately, after 13 years, Izote closed a few nights ago. She announced in an email that for now she?ll be running a catering service called ?Izote va a tu Casa.?

    That?s the messed-up restaurant world we live in: one of Mexico?s most famous female chefs is now running a catering business.
